On September 19, H.R. 2966: American Horse Slaughter Prevention Act of 2011 was introduced. It seeks to amend the Horse Protection Act by prohibiting the shipping, transportation, moving, delivering, possessing, purchasing, selling, or donating horses and other equines to be slaughtered for human consumption and for other purposes.

This bill is the first step in the legislative process. Introduced bills and resolutions must first go to committees that deliberate, investigate and revise them before they
go to general debate.

While no Texas Representatives sponsored the resolution, 56 Representatives from across the country did. Horse owners have seen how eliminating the national slaughter has changed the value of horses at the end of their productive life and this legislation would make shipping horses to countries that do have a slaughter illegal.

Combined with the drought in Texas and Oklahoma, this has made horse ownership and even more expensive endeavor. Extra horses showing up in pastures are becoming a real problem and all you have to do is check the free horses on Craig’s List to see the magnitude of the problem.
